Apply the effect by going to effect, Blur & Sharpen, Reduce Interlace Flicker. The only adjustable
property is Softness. Increasing the softness applies a vertical directional blur to soften the horizontal
edges, which will lower the contrast of the lines, which will reduce the flickering.

Here is a real life example. This is some interlaced footage I shot many years ago. You can see the
stripes popping up here and there. If I apply the Reduce Interlace Flicker effect and turn up the softness,
you can see the stripes begin to fade away.
